Manitoba Construction Sector Council - Training Survey
The newly formed Manitoba Construction Sector Council (MCSC) is undertaking a Training Needs Survey that builds on existing labour market information, and will provide a better understanding of the current situation and needs for skill development and training within Manitoba’s construction industry. Meyers Norris Penny (MNP) has been engaged by the MCSC to gather your feedback for this important initiative.
We Need Your Assistance!
Your feedback is important to the health of the Manitoba construction industry. It will help us to develop and implement successful training and skills development initiatives and focus supports where they are needed most. Winnipeg Construction Association will receive a copy of the survey results to assist us in our program development as well. Survey respondents will remain anonymous unless you add your contacts in the option fields at the end of the survey.
The survey should take 20 minutes to complete. You may access it by clicking on the following link, or cutting and pasting it into your browser:
http://www.take-survey.com/mnp/mcsctrainingneeds.htm
The deadline for survey completion is APRIL 9, 2010
Thank you for your anticipated response. If you have any questions or require technical assistance, please contact Yvonne Morrison of MNP by phone at 204.336.6108 or by email at yvonne.morrison@mnp.ca
Manitoba Fiscal Budget Unveiled
The worldwide recession and economic downturn, plus the H1N1 pandemic, has the NDP government projecting a $545-million deficit in 2010 provincial budget.
Finance Minister Rosann Wowchuk defended the gloomy outlook, suggesting Manitoba's economy will grow by 2.5 per cent this year and 3 per cent in 2011.
Wowchuk has allocated much of the nearly $1.8 billion in infrastructure money in this year's budget to roads and highways throughout the province.
Next up on the infrastructure spending list are health facilities, which will receive $283 million, followed by housing ($281 million), universities, colleges and public schools ($271 million), assistance to third parties ($137 million), public service buildings ($119 million), Manitoba floodway expansion and water-related infrastructure ($101 million), and parks and camping infrastructure ($16 million).
Meanwhile, the NDP changed the province’s balanced budget legislation to give it more flexibility to cope with the economic downturn. The amendments will allow the government to run deficits for four years before it is required to post a surplus in 2014.
Opposition Progressive Conservative Leader Hugh McFadyen criticized the New Democrats for changing the province's balanced budget legislation rather than addressing the provincial debt.
"Water rates are up. Hydro rates are up. Camping rates are up. Vehicle registration fees are up," McFadyen told reporters following the budget announcement. "And so if you drink water, use electricity, drive a car or go camping, this is a bad-news budget. If you don't do any of those things, then you might think it's OK."

Reminder: Don't Forget To "Seal The Deal"
CCDC Copyright Seals are required to be used with the printed electronic versions of CCDC documents. Failing to do so could risk a potential breach of contract later on in the proceedings.
A Copyright Seal’s application is a representation that the document has not been changed from its original form, with the exception only of additions or modifications as may be set forth in supplementary conditions.
A Copyright Seal must be used on all CCDC documents to be executed from printed electronic versions. For example, if there are three copies to be executed, such as one each for the contractor, the owner and the consultant, each copy must first have a Copyright Seal before being signed. A printed electronic CCDC Document with an affixed Copyright Seal is equivalent to an original CCDC hard-copy document.
