WINNIPEG , March 23, 2023 – The Winnipeg Construction Association (WCA) welcomes the introduction of legislation that would make Prompt Payment a reality in Manitoba’s construction industry.

WCA President Ron Hambley said this is a positive step forward for the industry.

“Prompt Payment legislation will help ensure contractors and sub-contractors are being paid on time during the construction process,” said Hambley.

“Delayed payments create significant cashflow struggles for contractors whether they’re small, medium or large businesses. This legislation will help make sure payments flow in an orderly and predictable manner,” he continued. “We’ve heard from our members that it’s not unusual to have to wait 120 days or more for payment, getting those timelines reduced will be a significant improvement.”

Bill 38 would guarantee payment to general contractors within 28 days of an invoice being issued, and sub-contractors shortly thereafter. Successful passage of this legislation will bring Manitoba in line with similar requirements in place throughout Canada, including in Ontario, Saskatchewan and Alberta.

“We would like to thank Premier Stefanson and Minister Teitsma for delivering on a commitment that the industry has been working towards for years. There is still a lot of work to do in finalizing the prompt payment and adjudication regime, and we look forward to working with government to see it through to completion,” said Hambley.
