NEWS RELEASE: City of Winnipeg to use Canadian Construction Document Committee (CCDC) Contract on new Fire Paramedic Station
WINNIPEG, August 4, 2026 – WCA is applauding the announcement of the City of Winnipeg using a CCDC 5B-2025 contract for the construction of the new Waverley West Fire Paramedic Station. This will be the first non-roads project to use a CCDC contract and marks a significant step towards the use of standardized documents.
“The use of CCDC contracts will benefit both contractors and taxpayers,” said Darryl Harrison, President and CEO of the Winnipeg Construction Association. “These contracts are the national standard for good reason – they set clear expectations, allocate risk fairly, and reduce disputes and delays that can drive up costs.”
CCDC Contracts are nationally recognised, industry-standard legal agreements designed to balance risk between owners, contractors and consultants. They are developed through a consultative process with representatives from all sectors in the construction industry and are designed to ensure clarity and fairness for all parties involved.
“These contracts add clarity for contractors bidding on jobs, meaning more firms will bid on City work,” said Harrison. “More bids will lead to better outcomes for the City and for taxpayers.”
The use of CCDC contracts was a campaign pledge from City of Winnipeg Mayor Scott Gillingham during his 2022 campaign.
“We’re very happy to see the mayor follow through on this campaign promise,” said Harrison. “There have been several road projects tendered under a CCDC contract already, so it’s great to see one being used on a building project.”
With a municipal election happening in October, WCA will be urging candidates for mayor and for city council to continue using CCDC contracts for building projects.
“Our hope is the use of CCDC projects becomes the norm for the City of Winnipeg,” said Harrison. “This is a great first step, and we look forward to seeing more projects built under these contracts in the future.”
