NEWS RELEASE: Winnipeg Construction Association not consulted on Manitoba Jobs Agreement

WINNIPEG , September 16, 2025 – The Winnipeg Construction Association (WCA) was surprised by the provincial government’s announcement on the signing of its first Manitoba jobs agreement (MJA) with Manitoba Building Trades earlier today.

“It was a little surprising to see that announcement, since WCA represents the firms that will be bidding on these large construction projects and we weren’t consulted,” said Ron Hambley, WCA President. “Our members are both union and open shop construction firms, which gives us a unique perspective and voice on project labour agreements. It’s unfortunate the government didn’t feel that perspective was worthwhile.”

According to the province, the MJA will apply to all contractors and workers on large construction projects funded by the Manitoba government, including four new schools currently scheduled for construction.

“While we have not seen this agreement, we suspect it will look very much like the former Manitoba Floodway Agreement from 2005, requiring the payment of union dues by open shop contractors” said Hambley.
